Safe Home Rental HVAC Investment Pilot Program
The City of Charlotte’s Safe Home Rental HVAC Investment Pilot Program provides financial assistance to landlords for installing Mini Split or PTAC air conditioning systems in up to 10 rental units that have never had cooling.
This program is designed to improve living conditions, enhance energy efficiency, and support public health for low- to moderate-income tenants. Landlords benefit from cost-sharing and increased property value, while tenants enjoy safer, healthier, and more comfortable homes.

Eligibility Requirements
To qualify, all of the following must be met:
- Property must be a multi-family building with 5–49 units.
- Property must be located within Charlotte city limits and outside floodplains.
- The owner must have held the property for at least 2 years.
- Property must be free of unpaid property taxes, liens, or code violations.
- Property must have never had central AC (portable or window units allowed).
- Property must be free of excessive clutter that prevents access to work areas.
- Owner must agree to complete the HVAC installation and will receive 75% reimbursement of costs.

- Proof of property insurance
- Last 3 months of utility bills
- Copy of current lease for each unit
