Does the proposed area have an active neighborhood organization?

Does the proposed area consist of similar residential building heights, setbacks, and lot widths?

Are the majority of the buildings in the proposed area 25 years old or older?

Is the proposed area mostly developed with only a few vacant parcels?

Is the proposed area a designated National Register Historic District?

Is the proposed area subject to restrictive covenants? Restrictive covenants are common in older neighborhoods and were created in order to enforce a standard of uniformity across a development. These covenants may, among other items, establish a maximum height or size of a parcel inside a neighborhood.

By submitting this application, I certify the information contained herein is true and correct, and I understand that I have a continuing obligation to inform the City of any material changes affecting the qualification and eligibility of the proposed Neighborhood Character Overlay District, including changes in property ownership for both the request to initiate Neighborhood Character Plan process petition and the Rezoning petition.* Any failure to notify the City of material changes affecting the qualification and eligibility may result in the immediate disqualification of the application. Further, if during the review of this application, the City finds that a signature included in a petition is not that of a property owner, the application may be deemed invalid, and the review process may cease.

*Pursuant to the City of Charlotte’s Unified Development Ordinance, a request to initiate Neighborhood Character Plan process petition must be signed the property owners representing at least 25% of the land area and at least 25% of the lots within the proposed district. A separate rezoning petition for NCO District Map Amendment must be signed by property owner(s) representing at least 51% of the land area and at least 51% of the lots within the proposed district.
